I tried

Planetary Documents\Universal_Progress\Galaxy13506\Updates

but doesnt work ... did i choose the right Galaxy ?

Its the right galaxy, but in Updates must be a folder called hot_fix
perhaps its invisible.
It works well by me

Fixed a Bug, that causes Female Humans to be born with the codex to get small breasts

well i remember this bug .... pretty ugly one ^^
